Entry of Goods

Pilotage is obligatory on entering or leaving the port of Conakry. Towing is compulsory on entering or leaving for all ships of over 50 meters. The Government of Guinea does not actually prohibit crew members of U.S. ships from performing longshore activities, but they do restrict such activities by requiring that individuals be registered with the labor hiring office. This, in turn, requires a residence card and work permit.

There is a compulsory duty or fee for all commercial vessels disembarking or transferring passengers at the port of Conakry. Another tax, determined on the basis of the nature of goods and their weight, is charged on all goods off-loaded or loaded at the port of Conakry. The rates (which are subject to change) range from FG 40O per ton for rice to FG 6,500 per ton for vehicles and machinery.

Goods entering in transit are allowed to pass through Guinea under security bond. Goods may be stored at a warehouse at the port of Conakry at a cost of FG 20,000 per square meter per year. Storage fees vary according to the nature of the parcel and the length of time in storage. A warehouse tax of 1 percent of the C.I.F. value of the goods is applied to all goods entering warehouses. The rental fee in Conakry port of backfilling for containers is FG 5,000 per square meter per year. Open backfilling outside the port is also available for rental at FG 5,000 per square meter per year

A transit fee of 2 percent is applicable to unused merchandise subject to customs in international transit. A 2 percent tax on re-exports applies to the FOB value of merchandise at the date on which it leaves the warehouse.

To facilitate the processing of goods through the port of Conakry, an American exporter may wish to hire a customs broker. Frequently, freight forwarders also act as customs brokers. Goods intended for use within Guinea may be stored at the port free of charge for a maximum period of 5 days. During this time, importers are requested to present to customs authorities all the documents necessary for the release of the merchandise. All goods not retrieved within 30 days after the date of landing are subject to confiscation and may be sold at public auction.
