U.S. Government Policy

Imports from Guinea into the United States enjoy Most Favored Nation (MFN) status. There is no free trade agreement, tax treaty, or bilateral investment treaty, between the United States and Guinea.

Guinea had been a designated beneficiary country under the U.S. Generalized System of Preferences (GSP). GSP afforded duty-free treatment to some 4,400 manufactured and semi-manufactured goods entering the United States from developing countries. In 1991, Guinean goods with GSP eligibility totalled $155,700, of which $130,700 (84%) utilized the GSP duty free entry procedure. In 1992, GSP eligibility increased to $1,714,100, of which only $131,800 (8%) was utilized. In 1993, GSP eligibility declined to $629,300, of which $59,500 was utilized. This trend continued in 1994 when only $36,000 was utilized. The OSP program lapsed in August 1995 due to a lack of Congressional reauthorization.

The United States also has supported a bilateral development assistance program in Guinea through the U.S. Agency for International Development (USAID). There are several USAID/Guinea programs and projects that seek to assist the Guinea Government's efforts to increase the role of the private sector. USAID/Guinea Program funding totalled $37.1 million in FY 1993.

U.S. bilateral assistance was reduced to $29.1 million in FY 1994; in FY 1995 it was $24.7 million. Despite extensive cutbacks world-wide, USAID is planning to maintain a bilateral program in Guinea for the forseeable future.

The United States, though the Overseas Private Investment Corporation (OPIC), has sponsored two investment missions to Guinea, in May 1986 and March l993 respectively. Several state and municipal trade organizations have sent trade and investment missions to Guinea at various times. Given the early stage of the development of Guinea's private sector, the missions — although welcomed by the Government — enjoyed limited success in business promotion.
