Export possibilities to Guinea improved in 19B6 when the government lowered the customs duty to 10 percent on most taxable imports. A 5 percent preferential rate was applied to pharmaceutical products, fertilizers, pesticides, and essential food items. In the 1990s rates were increased again. Rice is no longer admitted duty-free. A surtax ranging from 20 to 60 percent remains on luxury and energy-intensive products, depending on item and category.
Most of the duties are ad valorem, based on the wholesale market value of the good in the country of origin, plus the insurance and freight charges incurred up to the time of the good's arriva1 in a Guinean port. A few goods are taxed on their net weight Guinea uses at present the Customs Cooperation Council Nomenclature (CCCN) for classifying trade products but is expected to adopt the Harmonized System (HS) eventually.
